Despite the lack of time travel, 91 Days has the delinquent fights, great artwork, and emotional moments that Tokyo Revenger has.

Like other anime on this list, Gangsta does a great job of immersing us in the criminal world. Its depiction of violence, loyalty, and dangerous groups captures a similar vibe to Tokyo Revengers.
