Rockets are Zonai Devices in The Legend of Zelda: Tears of the Kingdom that can be used as offensive weapons and also to give you a massive speed boost, though they don’t last for very long.
Like many of the Zonai Devices in TOTK, Rockets can be found in Device Dispensers and swapped for Zonai tech, including Zonai Charges and most of what the Construct enemies drop in the Sky Islands, including things like Horns.
A reliable place to find Rockets in TOTK is the Device Dispenser in Hudson Construction Site, which sits just to the east and below Tarrey Town over in the far east side of the map.
Hold your Construct tech and Zonai tech, then put it in this Device Dispenser for a chance at getting a Rocket in return. It’s always a random chance, similarly to capsule machines that remain very popular in Japan.
To use your Rocket, find it in your Inventory with +, then hold it. You can attach it to other objects with Ultrahand or Fuse, but bear in mind that it has quite the kick and will send you flying if you’re trying to use it as part of a vehicle. Make sure you use a Steering Stick (which you can also buy from the same Device Dispenser as the Rockets) to basically lock Link into place. You can also use a cart.
Rockets also use Zonai Energy, but compared to other Zonai Devices, Rockets are single use and will disappear once their boost has been used up (or they hit an enemy).
