You need the following craft parts to craft Lacerating Arrows in Dying Light 2:
– 10x Scraps
– 1x Feathers
– 3x Blades
To craft in Dying Light 2, go to your character menu > Crafting and then select the blueprint.
Lacerating Arrows cannot be upgraded, instead you should seek out higher level bows.
