Arrows in Dying Light 2 are ammunition for your bows. You do not immediately have access to either.
To be able to craft arrows in Dying Light 2, you need to complete the Let’s Waltz quest, which should take 10-20 hours, depending on just how much of the side content you want to play through. Once completed, you will unlock the arrows blueprint.
To craft arrows, simply go to your character menu > Crafting, then select arrows.
