Population Cap (often referred to as just popcap) in Company of Heroes 3 governs how many units that you can call on at any one time.
In the Italy campaign, you can increase popcap by liberating ports. To liberate ports, use an action point with any land units while in their vicinity. You may sometimes be given the chance to choose something other than an increase to popcap.
However, in terms of regular battles and skirmishes, it doesn’t seem possible to increase the population cap beyond certain limits (for us, it seems to be hard set at a maximum of 100) without using console commands or otherwise modding, though bear in mind that doing this will have a significant impact on performance. We will update this with any relevant mods if/when they are released.
