The way siphoning gasoline in Project Zomboid has slightly changed with the release of Build 42. Now, you will also need to get your hands on a Rubber Hose.
Rubber Hoses are fairly common tools and can be found basically anywhere that tools usually spawn. Your best is typically a hardware store, or something like a Giga Mart. You can also find them fairly regularly in the garages and sheds of homes.
You will still also need a receptacle for the gasoline itself. An Empty Gas Can is typically the best option, and these can often be found in gas stations, hardware stores, garages, and even fairly regularly in the back of pick-up trucks. Bear in mind that basically any receptacle works, including your water bottle. Just empty it first and you should be good to go, though of course it won’t be able to carry as much gasoline as an Empty Gas Can. You can double check the gas levels by approaching the hood of the car and pressing E.
With both a receptacle and a Rubber Hose in your inventory, approach a car and hold V while facing it to bring up the contextual menu, then select Siphon Gasoline. You can also right slick on the car and select the option.
If there is no option, it means the car has no gas.
To add gas to a car, simply hold V near a car again when you have a receptacle containing gasoline and then select Add Gasoline from the menu. For some reason, you can’t right click to do this.
As long as you have a key or the hotwiring skill, and also if the engine is in OK shape, you should be able to drive your new car.
