Loyalty is a mechanic in Company of Heroes 3 that is exclusive to the Italy campaign.
Loyalty is earned with any one of your three main allies: General Buckram (US), General Norton (UK), and Eleonora Valenti (Italian resistance) by completing objectives and retaking parts of Italy from their German captives. However, there are some occasions when you have to make a choice between one of the parties, with you sometimes lowering your relationship levels to raise relationship levels with others.
In general, completing given objectives is the best way of raising loyalty with one of the three factions, but try to avoid using artillery too much to weaken enemy defenses. Eleonora dislikes her home country being damaged, while blowing up fuel deposits can not only damage your resource intake but it can lose you loyalty with the other factions.

These rewards are almost all welcome additions for the Italy overworld that will help you to reclaim the land from German lands. Beware, though, that some of the rewards that give you units will increase your population caps and cannot be undone unless you salvage them, which feels like an oversight.
Having high loyalty with your allies is key to getting through the winter line (the final battle of the campaign) as easily as possible in what is otherwise a very challenging mission. Make sure to maintain relationships with these allies too, as you can lose abilities if your loyalty with them drops.
