Cooking in Tales of Arise becomes available shortly after you start exploring with Shionne for the first time. You are able to cook food at a campfire before resting, which will give you a small boost based on the recipe.
Milk can also be sold to merchants for a small amount of gald. Milk sells for 20 gald apiece, which is a good price for most food items in Arise. You can also buy some Milk from merchants for 40 gald.
