Frozen Flame is a Weapon Upgrade in God of War Ragnarok that you first unlock after beating The Huntress boss. It is used to upgrade the Leviathan Axe.
Weapon upgrading becomes properly available after you re-meet the blacksmiths a couple of hours into the game.
God of War Ragnarok is available on PS5 and PS4.
