Characters are the newest addition to Galactic Civilization 4’s menagerie of strategic mechanics. They aim to add more role-playing, as well as micromanagement opportunities for exciting emergent story-telling and to squeeze the most out of your empire, respectively.

Galactic Civilizations 4 Character Guide
Citizens

The first and most common type of character is the Citizen – an abstracted representation of a group of people in the player’s empire. The most common way to get more citizens is to grow or produce them (depending on biological features), though capturing enemy colony ships or unlocking ideological features can diversify your citizenry and grow the empire. Citizens are used to man colony ships to take control of unsettled planets, operate constructor vessels to build starbases, and improve the overall resource output of your planets.
Each Citizen has five stats: intelligence, social, diligence, resolve, and expectations. Each of the first four stats directly relates to how effective the given Citizen is at a particular assignment, while the expectations statistic relates to the character’s approval of their empire. Also, characters may spawn with additional traits that may further affect their stats, approval, and productivity.
Speaking of approval, any of these characters can be Imprisoned, which will negate any Approval effects they may have had, though they no longer act as a productive member of that planet and will not help with resource production. Just as they can be imprisoned, every Citizen can be assigned to a specialization, such as a farmer, scientist, or worker with additional tasks unlocked with technological discovery.
Leaders

The second type of character is the Leader. Unlike Citizens, Leaders must be hired with money in the Leaders screen of the empire management bar. These characters share the first four attributes with Citizens, as they affect their performance in a variety of tasks, though they lack expectations as a stat. Unique to leaders is a loyalty rating, with high levels of loyalty leading to positive events and effects, whereas low loyalty has the opposite effect and could even lead to leaders seceding or simply leaving their faction’s cause.
Leader functionality is much expanded compared to their Citizen character brethren. The first of these assignments is that Leaders can take ministerial positions in your empire that will improve performance and effectiveness of units, resource production, or even unlock new features, such as the Galactic Bazaar with the Minister of Finance position.
Perhaps their most important assignment, Leaders they can be ordered to act as governors of a healthy Colony World, in turn converting it into a Core World, which acts as a central economic hub for your empire. A gubernatorial assignment not only unlocks detailed planetary management, but the Leader’s stats also improve the planet’s resource output.
Leaders can also perform diplomatic missions when assigned to a specific faction. This increases relations with the given faction and helps gather intelligence on their performance, giving you a better picture of the overall strategic situation.
Commanders
Militarily, Leaders can also act as Commanders of powerful flagships that represent the best your empire has to offer. Be careful in using these ships as once a ship is destroyed it can no longer be rebuilt. Also, once you assign a Leader to a Commander position, they can no longer be reassigned, so be careful and picky when placing your characters in these vital military positions.
Finally, from a political standpoint, Leaders can become liaisons to a political faction within their own empire. These typically represent different population desires and lobby groups and an assigned liaison will improve the performance of your empire based on the faction’s political beliefs.
