Creating accessories in Tales of Arise becomes available shortly after you arrive into Cyslodia for the first time. You are able to create accessories by speaking to merchants and Engravers, who can be found at inns.
Just like other materials in the game, you can use Abyssal Pebble Mass to enhance accessories. Abyssal Pebble Mass can also be sold to merchants for a small amount of gald. Abyssal Pebble Mass will fetch you 30 gald when sold to a merchant.
