Cooking in Tales of Arise becomes available shortly after you start exploring with Shionne for the first time. You are able to cook food at a campfire before resting, which will give you a small boost based on the recipe.
Pepper can also be sold to merchants for a small amount of gald. Pepper sells for 15 gald apiece, which is an okay price for most food materials in Arise, especially as you can usually find quite a few of them next to each other.
